The Association of Missouri Electric Cooperatives’ Regulatory Compliance Committee maintains the Environmental Compliance Assistance Manual (ECAM). The ECAM addresses frequently asked questions regarding Federal and state environmental rules and regulations. The primary purpose of this manual is to provide recommendations for solving environmental compliance issues. This manual is intended to be used by employees and directors of member cooperatives of the Association of Missouri Electric Cooperatives.

Topics covered in this manual include: air emissions, asbestos and lead, hazardous materials, PCBs, environmental permits, oil spill prevention, Tier II reporting, waste management, and other environmental resources. New topics are added to the manual as they become important and relevant to member cooperatives’ needs. Facility Audits: 
Facility audits are available on request to member cooperatives of the Association of Missouri Electric Cooperatives. A facility audit would consist of an onsite, two-day visit to help member systems review environmental compliance practices. The intent of the facility audits is to help prepare member cooperatives for Federal and state agency inspections. Site visits will typically include:

  • A walk-through of the facility;
  • Review environmental compliance areas specific to member cooperatives; 
  • Review associated maintenance and inspection records.

Compliance Calendar:

  • DOT/Haz-Mat: Training required every 3 years
  • PCBs: Complete annual records by July 1 for previous year
  • SPCC Plan: Recertify plan by every 5 years
  • Tier II Reporting: Submit Tier II form by March 1 for previous year
